It doesn't generate PKGBUILD files, but the packages themselves, however (as stated in FAQ Question #3) it can help in determining which are the right dependencies when someone wants to write a PKGBUILD and fill the dependencies/optional dependencies/etc arrays.

I installed debtap-p64 and launched it as follows:
debtap-p64 -u
The response is:
Error: You must enable a multilib repository and then synchronize pacman database
I have verified that I do have a multilib repo and it has been synchronized several times.
I have the latest debtap-p64: 2.1-1
Any ideas?
