There's not really much to add.
When I open the friend list, it says "Friends network unreachable" telling me that my local network is offline (it isn't, and I tried this with multiple networks as well). Strangely it only affects the community part and the store, evidenced by the fact that cloud saves still work (in the Binding of Isaac: Rebirth).

Could be this bug, a patch is underway (and probably not in the stable kernel yet).
I don't think so. The error is different, and my kernel is 5.0.9 from 2019-04-20.

Okay. Any specific reason for that? (see "update before posting" in the forum rules)
However, since the patch is still in [testing], I would recommend against updating for now. But I think it's a waste of time to try and debug this on a two month old system (assuming this is not a custom kernel; even the steam package itself has been updated since that kernel was released). I would wait until 5.1.14 lands in [core] (or grab the patch in other ways), update the system, and see if you still have the issue first.
EDIT/PS: I don't expect that this steam package update changes much; I don't believe there is too much magic in the networking department on the Arch packaging side, but it's still a pretty good indication that it's time to update your sytem before you dig into this more.

That's not the same issue, hcjl. As noted, OP is on an ancient kernel that isn't affected by the recent TCP stack changes.
