That (and the failure of steam --reset) suggests the error is not in the steam files, but in some other user config.
Backup the .dot-files in your ~ , then compare them with those for the fresh user.
remove the ones that don't exist for the fresh user one-by-one and test.
If none of those solve the issue, start overwriting the files that do exist for both one-by-one .
Keep notes of what you do.
Incase you feel that's to tedious, you could also switch to a new user and configure them from scratch, copying only selected stuff (like browser settings) from the old one.
Disliking systemd intensely, but not satisfied with alternatives so focusing on taming systemd.

Don't worry, my all config is in github, and I have used timeshift to backup system.

But I dont know what cause the problem. I just move some files in ".config/" to backup.
I will move the files back to its original location to find problem.

A file named "~/.config/kioslaverc" lead to the problem. What does the file do.

The file is about kde network proxy. In other words, the network caused the this problem. Maybe...
