That (and the failure of steam --reset) suggests the error is not in the steam files, but in some other user config.
Backup the .dot-files in your ~ , then compare them with those for the fresh user.
remove the ones that don't exist for the fresh user one-by-one and test.
If none of those solve the issue, start overwriting the files that do exist for both one-by-one .
Keep notes of what you do.
Incase you feel that's to tedious, you could also switch to a new user and configure them from scratch, copying only selected stuff (like browser settings) from the old one.
